A controversial planning dispute has emerged in Bradford, where a local councillor has refused to grant retrospective consent for an unauthorized extension to the Asia Superstore. This decision has sparked debate and raised questions about the balance between business growth and community needs.

The Asia Superstore, located on Kensington Street, had built an extension over an existing car park, which was intended for residents of the flats above the store. This move left the residents without any off-street parking, causing an uproar among the community.

The Asia Superstore is situated on the ground floor of Kensington Hall, a historic building originally constructed in the 19th century as a church. The building has since served various purposes, including as a community hall, dance studio, and social club.

In January, the store built a 785 sq ft extension without planning permission to display and store fruits and vegetables. A retrospective planning application was submitted in June, stating that the extension was part of an effort to modernize the property and better serve the local community.

Despite receiving 74 letters of support, the council's planning officers recommended refusing the plans at a meeting on Wednesday. They argued that the modern extension was visually discordant with the stone-built Kensington Hall. Additionally, the officers highlighted that the 2016 planning application to convert the upper floors into flats specifically mentioned the parking spaces, which are now covered by the extension.

Madihah Ashraf, one of the applicants, believes that any issues raised by the planners can be resolved. She argues that Willow Street, a neighboring area, has ample on-street parking, making the parking spaces for the flats unnecessary. "Only one resident of the flats owns a vehicle," she said, "and there is strong community support for our proposal."

Ashraf also stated that the company is willing to make changes to improve the extension's appearance. However, planning officer Andrew Moxon responded that any significant changes would require a resubmission of the application.
